完善我国养殖业污染管理的探讨

Perfecting management of aquaculture pollution in China

我国具有良好的养殖生产条件和国家政策,并取得了较好的成绩。但养殖自身带来的污染问题,影响着养殖业的健康持续发展和水产品质量安全。根据我国养殖生产结构、污染原因以及现有管理制度,本文提出,需要在增加科技、行政手段的基础上,依据相关环境法律法规,完善养殖水域滩涂规划制度,明确养殖者法律责任,提高渔业主管部门对养殖环境的监督能力,提高公众在养殖环境管理中的作用。

There is a very good farming condition and economic policy in the past years in China and the aquaculture in China is developed very fast. However, the aquaculture pollution has become the serious problem on sustainable healthy development of farming and farmed seafood quality. The author thinks that China should pay more attention on the technology innovation and environment law and regulation establishment in accordance with fishery industry structure, pollution reason and present management system in China. The author also thinks that the government should improve the ability to supervise environment pollution and enhance the public roles on management of farming environment.
