A Study on the Relationship Between Government and Citizen:Retrospection and Prospection

近些年来,政府与公民关系是我国行政学研究的重要主题之一。在政府与公民关系研究中,有以下特点:一是理论研究视角的多样性,主要体现在从行政文化、和谐社会构建、信息公开、行政机构改革、社会发展变迁以及公共危机等角度的展开;二是研究内容的多层性,主要探讨了政府与公民关系的多种类型。由于现有的研究还存在着不足,需要从以下几个方面进行改进,即厘定政府与公民关系中的核心概念;探析政府与公民关系发展的动力;把握政府与公民关系发展的趋势。

In recent years,the relationship between the government and citizen has been one of the most important projects in the field of administration.The study has the following characteristics： first of all,the varied angles of theoretical studies which mainly unfold around administrative cultures,the construction of harmonious society,public information,reform of administrative institutions,social changes and public crisis;secondly,the multi-level contents of the studies,which mainly discuss the many different types of relationship between the government and the citizens.But there are still caveats in all the previous studies.The present paper attempts to improve these studies by stipulating the kernal concept in the government and citizen relationship,analyzing the motivating force and grasping the developing trend of this relationship.
