摘要
我国开发区管理体制是特定历史时期的产物,既创造了成功经验,也深受功能定位、区划调整、政策变化、资源稀缺等要素影响。新时期开发区管理体制面临挑战,具体表现为:开发区扩张趋势与其管理体制不协调;开发区管理体制优势不断弱化;开发区内部激励机制的效用日益递减;开发区内外管理体制衔接不畅。开发区管理体制改革要尊重我国经济社会发展区域不平衡的现实国情,按照"因地制宜、有所为有所不为"的原则稳步推进。
Administrative system of development zones is a product of special history in China. It achieved some successes and was in fluenced by many factors, such as role orientation, district adjustment, policy change and resource scarcity. In the new peri- od, administrative system of development zones is suffering from challenges. The expansion of development zones doesnt har monize with its administrative system; the advantages of their administrative systems are depleted gradually; the utility of in centive mechanism in development zones decreases progressively; and administrative systems inside and outside zones dont link up smoothly. As for administrative system reform of development zones, we should think over the imbalance of regional economy and society development in China, and propel the reform steadily based on the principle of adjusting measures to local circumstances and doing what we should do.
