Public Administrative Spirit Cultivating in MPA Education in China

培养具有公共行政精神的公务员对提升政府的治理效能具有重要意义,MPA教育应当致力于培养具有公共行政精神的公务员人才。本文分别从公共性以及政府行政本质的角度论述了公共行政精神的概念与内涵,结合我国公务员队伍公共行政精神的现状以及MPA教育公共行政精神培养的现状,指出我国MPA教育中加强公共行政精神培养的必要性,并对我国未来MPA教育的公共行政精神培养提出建议。

Civil servants who has public administrative spirit（PAS） is significant for promotion of government efficiency. MPA education should focus on public administrative spirit. This paper gives the definition and connotative meanings on PAS from publicity and government nature view, Based on the status of civil servants＇ PAS and MPA education＇ s PAS training, this paper believes it is essential for Chinese government to strengthen public administrative spirit cultivating in MPA education, put forward recommendations on the PAS cultivating in MPA education in the future.
