社会转型与工会使命——全球化背景下中国工会的艰难困局及其瓶颈突破

Social Transformation and Mission of Trade Unions——Difficult Predicament of China's Trade Unions and Their Bottle-neck Breakthrough Under the Background of Globalization

在全球化背景下,国际工运出现了积极应对的发展趋势,而中国工会却面临着组织庞大与发挥作用极不相称的艰难困局。过去三十年的发展,中国在实现了国民经济快速崛起的同时,也成为国际垄断资本任意游走的场地,以劳动者的"低人权优势"为代价迎接了西方国家的产业转移,劳工经数百年斗争赢得的权利与福利成果以及劳资平衡的格局,在中国面临着全面崩塌的危险。面对全球化的挑战和国内劳工保护现状的要求,中国工会必须正视导致自己艰难困局的根源,明确自己的社会定位,在效率公平、经济发展与社会进步的进程中,突出公平,强调工人参与分享社会进步的成果,切实担负起自己在社会转型和全球化过程中的历史使命。

Under the Background of Globalization,the international labor movements have responsed positively to the international development trend,while China's trade unions are still facing the difficult predicament of gigantic organization with a little role playing disproportionately. In the development of the past three decades,China has achieved rapidly rise of its national economy. At the sametime,it also has become a venue where international monopoly capital walks arbitrarily,with the low human rights superiority of la-borers to meet the transfer of western countriesindustries. Rights and welfare won by the world workers struggled for centuries,as well as the balance between employers and employees,are facing the danger of falling into full collapse in China. In the process ofefficiency equity,economic development and social progress,it must highlight the fairness,stress workers participation in sharingthe achievements of social progress,and carry out their historic mission of social transformation and globalization effectively.
