战后初期美国国家核管制政策分析——兼论杜鲁门时期美英核合作关系的中止 被引量：1

摘要 1946年原子能法案的通过标志着美国国家核管制政策的确立。该政策的深层目的在于实现美国的核垄断。从对内功能看,杜鲁门政府的核管制政策为美国在核领域一直保持优势发挥了重要作用。从对外功能看,苏联原子弹试验的成功终结了美国的核垄断;中止与英国核合作,迫使英国走上独立发展原子弹的道路,并成为第三个有核国。美国的核管制政策不仅未能实现长时间保持核垄断的目标,而且加剧了大国之间的核竞赛并强化了冷战。
