摘要
科层制政府存在激励机制欠缺、评估机制不当、集权等问题。改革科层制政府必须引入竞争机制,探索有效的激励方法,并建立切实可行、行之有效的评估系统,开创分权的政府,使等级制向参与协作转变。
Some problems exist in bureaucratic-system-based government,such as the lack of incentives,inappropriate assessment mechanisms and authoritarian way of working,etc.The reform of such government of bureaucratic system must involve the following: 1.To bring in a competitive mechanism and explore effective incentive methods;2.To establish a practical and effective evaluation system;3.To create a decentralized government from hierarchy to participation in collaboration.
