An Analysis of Some Theoretical Problems about Socialist Democracy

社会主义民主与其他形式特别是资本主义民主之间的关系,既存在原则性的区别,也有一些共同点。从规范的要求上说,社会主义民主应该让广大人民享有更广泛的民主参政议政的权利。它的基本原则包括:选民必须能够自由地、实质性地参与选择,作出决定。一般情况下,从中央到地方各级党委和政府机构的主要负责人都应该由党员和民众或其代表从复数候选人中选举产生。提名候选人和选举的过程必须公开、公正、透明,进行广泛的政策辩论,候选人的政见和相关信息充分向公众公开。发展慎议协商民主,以公共理性为标准,通过广泛的协商由党内民主推动全民民主,是当前中国特色社会主义民主建设的重要而紧迫的任务。

There are principal distinctions but also common elements between socialist democracy and other forms of democracy. From normative perspective, socialist democracy should allow vast people to enjoy more rights of democratic participating and arguing about politics. Main principles of socialist democracy include： voters should be able to make free and essential choice and decision. In general, main officers of the party and government at various levels should be selected from plural candidates by party members and voters. The process of nominating and selecting candidates should be open, jus： and transparent, with wide debate on policies, and publicizing candidates＇ political opinions and related information. To develop deliberative democracy and take public reason as criterion, promote people＇s democracy by developing democracy within the party, is an important and pressing task for current construction of socialist democracy with Chinese characteristics.
