摘要
社会主义市场经济和我国公务员培训事业的发展要求国家公务员培训应实现社会化,即在政府的统一领导下,根据国家公务员培训的不同需求,由政府和学校、私营部门、第三部门等组织,通过分工合作,共同提供培训服务,有效促进国家公务员素质和能力的提升。为此政府首先应将自己定位为领导者、监督者、服务者、责任承担者;其次要大力培育多元培训主体系统。
The national civil service training should be socialized,because of the development of the socialist market economy and the civil service training.The government and schools,the private sector,third sector and other organizations should provide training services together through the division of labor and cooperation,under the unified leadership of government and according to the different needs of the national civil service training,so that we can promote the national civil servants' quality and their capacity effectively.The government should first position itself as a leader,supervisor,servant,and duty-bearers;secondly,it is necessary to develop the multi-training system.
