农村非政府组织公共服务能力的提升路径探究

Exploration into the Way to Enhance Public Service Capacities of Non-government Organizations in Rural Areas

农村非政府组织在弥补政府组织公共服务不足方面拥有其独特优势。由于在传统社会和特殊政治文化背景浸润下农村非政府组织在公共服务提供中的缺失,因此必须提升农村非政府组织公共服务能力。当前,要理顺政府和农村非政府组织在农村公共服务供给中的关系;加快农村非政府组织的发展,提升多元公共服务的供给能力;关注农村的民生问题,增强农村民众利益表达的伦理功能。

The absence of public services in rural areas has encouraged the emergence and development of the rural non-government organizations（NGOs）,which has advantages in overcoming the inadequacy of public services provided by the government in rural areas.Public service capacities of NGOs in rural areas must be advanced owing to the absence of public services.At present,first,the relationship between the government and NGOs in rural areas in terms of public services must be clarified.Second,the development of NGOs in rural areas should be stepped up to enhance the multi-supply capacities of public services.Third,more attention should be paid to the livelihood of rural residents to strengthen the ethical function concerning the expression of public interest of rural residents.
