长期以来,政府一直是市政排水事业建设、管理与服务的主角。近几年来,随着包括排水事业在内的市政公用事业进行市场化改革,城市排水管理面临着管网管理真空、政府职能失位以及责任主体不到位等多种衔接性问题,这些都是政府日常管理中想管却难管的工作。

The Government has long been the lead of municipal drainage construction,management and service. In recent years,as the market-oriented reforms of municipal utilities,including water utilities,management of urban drainage pipeline is facing many convergence problems of network management vacuum,poor government functions and responsibilities,all of which are the difficult works that government daily management control.
