对“十二五”加快电力发展方式转变的思考

Some Considerations on Accelerating Transformation of the Power Development Mode in the Period of China's "Twelfth-Five-Year" Planning

电力行业要应对包括低碳在内的能源革命的挑战,必须加快电力发展方式转变。阐述了加快电力发展方式转变的必要性,指出电力结构调整是实现电力发展方式转变的必由之路,而提高自主创新能力是加快电力发展方式转变的必然要求;结合我国国情思考了"十二五"电力结构调整的思路、原则和重点,指出了目前存在的或可能出现的问题,并提出了相应的意见和建议;根据电力科技现状,提出了需要自主研发和掌握的关键技术,从而不断提高电力系统的整体效率、效益和安全性。

The electric power industry has to expedite transition of its development pattern in order to address challenges in the energy revolution, which include the incoming low carbon economy. While explaining the necessity of expedition of this transition, this paper points out that the only way to realize the transition of the power development pattern lies in the structural adjustment of the power industry and that the transition inevitably call for elevation of independent innovation capacity of the power industry. Considering China＇ s actualities, this study reflects on the ideas, principles and emphases of the structural adjustment of the power industry for the period of the 12th Five Year Plan, and reveals the existing and potential problems while presenting corresponding recommendations and suggestions. According to the current situation of China＇s power industry, the paper highlights the key technologies that must be independently developed and mastered so as to constantly improve the overall efficiency, economical results and safety level of the power system.
