河南省结核病防治保险实施效果评价

Evaluation on the effects of antituberculosis insurance in Henan

目的：为了探讨结核病防治保险的可能性和模型。方法：采取村民自付、集体统筹为村民办理结核病防治保险，儿童免费预防接种、结核病人减免５０％药费治疗，全免费实行全程督导化疗。结果：运行三年年人均防保金０６７元，为试点前的１３４倍；年结核病人发现率７９２／１０万为试点前的２倍；活动病人治愈率９５３％（涂阳为９１６％），较试点前明显提高；９０％以上儿童接受预防接种，三年结核病疫情下降６５％；防治保险金收支平衡。结论：该保险模型是可行的，取得了显著的社会效益和经济效益；领导重视、广泛的宣传发动、健全三级防痨保健网是防治保险取得成功的关键。

Objective: To research the probability and the model of Anti TB insurance.Methods: The fund was raising taking self payment by villagers and overall arrangement methods.The preventive vaccination for children was free of charge.50% of drug fee was reduced for the treatment and free of charge for the DOTs of tuberculosis patients.Results: The amount of insurance money is 0.67 yuan RMB every year for every one insured in the 3 years implented,which is 134 times of that before its.implementing.The annual case finding rate is 79.2/10 5,which is twice of that before.Over 90 persent of children were preventive vaccinated.The prevalencerate of TB was reduced 65%.And the incomes and expenses were balanced.Conclusion: Oberious social and economic effects have obtained and it is posible for the implementing of the insurance model.It is the key for the success of the anti TB insurance that the official's valuing it ,the wide spread propaganda and the sound three level anti TB networks.
