Starting with the analysis of the contradiction between mobile communication frequency resource and market requirement,and how to improve frequency spectrum utilization coefficient,from the view of current mature technical capability and the evolution of cell plan, it points out the future development trend and analyses the characteristics and frequency spectrum utilization coefficient of different cell frequency plans adopted in different period of our country.
