后改革时代的标志、特征及其改革共识的构建

The Symbols,Characters and Construction of the Reform Agreements in Post-Reform Era

经过三十多年的改革开放,后改革时代已经来临。后改革时代的来临具有五大标志:市场经济体制基本取代了计划经济体制,经济发展进入了新阶段,科学发展观取代了传统发展观,改革所要解决的矛盾发生了变化,改革的重点发生了转移以及改革的领域进一步扩大。与前改革时代相比较,后改革时代具有五大特征:后改革时代是共富的时代,是和谐的时代,是民生本位的时代,是质量增长的时代,是改革成果共享的时代。进入后改革时代,需要形成六大改革共识:在改革的指导思想上要坚定不移地深化改革,要用科学改革观指导后改革时代的改革;在改革的方向上必须坚持改革的意志不动摇,以科学发展观和科学改革观为指导,坚定不移地推进社会主义市场经济体制的完善;在改革面对的主要矛盾上要重视解决传统发展观带来的矛盾,包括数量增长与质量增长失衡的矛盾、城乡发展不平衡的矛盾、利益冲突的矛盾、过度垄断和过度竞争的矛盾;在改革的主题上要树立科学改革观,强调坚持改革的科学性与协调性;在改革的价值判断上要建立共享式改革的价值判断,确立起人对经济的主体性地位;在改革的重点上要积极推进金融改革、收入分配改革、公共部门改革、农村改革和国有经济改革。新的改革共识的形成及其实现需要做好四大转型:由传统改革观转向科学改革观、由渐进式改革转向改革攻坚、由被动式改革转向主动式改革、由单一改革转向综合配套改革。

After 30 years of reform and opening-up, post-reform era has arrived. Post-reform era has five main symbol： the market economy system has basically replaced the planned economy system; economic development has entered into a new phase; the scientific concept of development has replaced the traditional concept of development; the contradictions which reform has to resolve are changing; the emphases of reform had shifted, and the areas of reform has been further expanded. Comparing to pre-reform era, post-reform era has five main characteristics： post-reform era, is the era of common a- bundance, the era of harmony, is the people＇s livelihood-based era, the era of quality growth and the era of sharing the reform＇s chievements. Entering into the post-reform era, it needs to form a new agreement in the aspects of the guiding ideology, the direction of reform, the principal contradiction which reform is facing, the theme of reform, the value judgments of reform, the emphases of reform, etc. However, it needs to do four transformations in the formation and implementation of the new reform agreement.
