论农业新技术革命——生态农业与可持续发展战略 被引量:3

摘要 以影响农业生态系统的人口、资源、环境为主导要素,提出了我国生态农业建设的主要内涵应该是结合有机农业和现代农业的合理内核,以人和环境的协调发展、因地制宜、资源的永续利用为原则,运用先进的科学技术,大力发展农业的商品生产为手段,以提高经济效益、生态效益、社会效益为目的的集约化综合经营和有效管理的农业体系。并以“粮、经、饲三元结构”作为农业新技术革命的制高点,提出了合理配置资源,调整产业结构,以“公司+农户”的基本运作方式大力发展我国产业化生产。同时建议国家科委和省、地、县各级科委牵头管理生态农业系统工程和经济发展建设,以科教兴国战略措施振兴我国农业。 Population, natural resources and environment played the important role in agro ecological system. To build ecological agriculture in China, it was necessary to combine the reasonable substances of the organic agriculture and modern agriculture by applying the advanced science and technique and powerfully developing the agriculturally commercial production so that the intensive agricultural system with comprehensive and effective management could be improved to obtain the high economic, ecological and social benefit according to the principle which the human and environment friendly coexist and adjust measures to local conditions. Viewing the three factor structure system of grain, economic and fodder crop as the key factors in the revolution of new agricultural technique, the industrial production should be largely developed through the reasonable arrangement of resources, the adjustment of industrial structure and operation pattern of company and farmer. In the same time, Science and Technique Ministry of China and Science and Technique Committee of every province, prefecture and county should be the essential department to administrate the project of ecologically agricultural system and economic construction in order to develop agriculture by the stratagem of Science and Education Improving China.
