双语教学的危机及对策

The Crisis and Countermeasures of Bilingual Education

本文通过对比中日两国、内地与香港的英语教学的现状及得失来分析说明我们外语政策可能存在的问题,并提出相应解决方案。本文认为双语教学应在师资具备的情况下有选择性地开展,避免把双语教学作为对学校的一种评价指标而出现攀比现象。提出应尊重学生自愿选择教育媒介语的权利,以选修课的形式开展双语教学。

Through the comparisons of present situation and gains and losses of English language teaching among China and Japan,China Mainland and Hong Kong,the possible problems in our foreign language teaching policy are analyzed and explained so as to propose appropriate countermeasures.In this paper,it is argued that the bilingual education should be carried out selectively under the precondition of having teacher available,and it should be avoided that the bilingual teaching in school is treated as an evaluation index for comparisons.It is proposed that the rights of students to freely choose the medium of instruction should be respected,and the bilingual education should be carried out in the form of elective course.
