摘要
在1983年之前的20多年间,澳大利亚采取国家主义的能源安全政策,政府通过干预能源来达到维护国家利益的目标。但是,从1983年起,伴随着澳大利亚经济管制放松和能源资源政策自由化,能源开发开始遵循市场机制。从21世纪初起,澳大利亚的能源安全政策又开始倾向于国家主义,本文通过西澳大利亚天然气储备政策来举例说明。澳大利亚重新采用国家主义能源安全政策在某种程度上说明政策制定者更倾向于把他作为实现能源安全的路径,或者他们认为国家主义安全能源政策更能带来政治支持。
In the two decades prior to 1983,Australia pursued economic policies in relation to its energy resources security which could broadly be described as nationalism.Governments of the day intervened in development decisions in an effort to enhance the national interest.Since 1883,along with the deregulation of the Australian economy as a whole,the energy resources policies were liberated.Australia＇s energy security policies,since the beginning of this century,tended to be nationalism,proven by its gas reservation policy.To some degree,policies makers tend to treat it as a path to energy security,or believe it can attain political support.
