摘要
创新型人力资本对中国高技术产业经济增长的贡献率水平整体偏低,且存在显著的行业及地域差异;政策制定者要根据各地区自身的人力资本要素情况,选择具有相对优势的行业重点发展,避免低水平重复建设。同时,落后地区还要充分利用周边地区的创新辐射效应。
Analyzes innovative human capital contribution to economic growth in high-tech industries and proposes a new type of human capital empirical measurement method based on Chinese thirty provinces panel datas during a period time of 30 years.The results show that,the innovative human capital contribution is overall at low levels on China's high-tech industries,and there was a significant difference in industries and regions.Measurement results reminds the industry policy-makers that development of high-tech industries must implement preferential policies for comparative advantage industries according to their own human capital factors,avoiding low-level redundant construction,meanwhile,fully analyzing and using radiation effects of innovation among surrounding areas.
