Single Factor Efficiency Analysis in High-Tech and Non-High-Tech Industry Innovative Activities

摘要 本文在共同前沿生产函数的基础上分别估算中国1998—2007年高技术与非高技术产业创新投入中资金和劳动的单要素效率,结果显示:资金效率远低于劳动效率,这是创新效率不高的主要原因,说明劳动效率对创新效率的贡献比资金效率大。从劳动效率来看,东部高于中西部,高技术产业高于非高技术产业,但对资金效率而言却恰恰相反,创新投入尤其是资金投入存在较大的浪费。目前提高创新产出的关键不是扩大资金投入,而是提高劳动投入和改善资金效率。 This paper employs the metafrontier production function to measure the single factor efficiency in the innovative activities of the high-tech and non-high-tech Industry,the results show that capital efficiency is less than labor efficiency,which explains almost parts of low innovation efficiency and means that capital efficiency make a greater contribution to innovative efficiency while capital efficiency contribute a little.Labor efficiency in east coast is higher than middle-west inland and non-high-tech industry is lower than high-tech industry,it is exactly opposite for the capital efficiency.There is a certain degree of waste of labor and capital.At present the key to improving innovative outputs is not the improvement of capital investment,but the growth of capital efficiency and labor input.
