摘要
在新医改精神的辉映下，全民医保时代的改革方向已逐渐清晰。医保筹资力度加大，参保人群覆盖面扩大，医保基金管理体系分散，都对医保管理提出了更高要求。而现实情况是，现行医保基金管理体制极为粗放，问题丛生：基金浪费严重，欠费居高不下，结余过多……这些问题正蚕食着本来就捉襟见肘的医保基金。
The healthcare insurance department does not give reimbursement to hospital in time, and even if they have paid, the payment lacks lean management; the public complain about the low rate of reimbursement, while large amount of money is still in the charge of healthcare insurance department. This kind of extensive management makes hospitals exhausted.
