摘要
20世纪70年代后期的美国,在重新探讨影响教育改革及其结果的因素是什么的理论背景下,能力建设问题开始受到关注,其内涵由于教育改革的逐步推进而不断地获得丰富与发展,个体与组织成为论述能力建设问题的两个主要维度,而促进教师专业发展,解释和运用数据以及组织和配置各类资源则成为美国教育改革中能力建设的主要策略。
Since the late 1970s,the issue of capacity building has been a focus of American education reform within the context of reexamining the affecting factors of the planned reform and effects. Through the process of reform, the concept of capacity is not uniform but constantly changing and developing,which is composed of two dimensions of individual and organization. The main strategies of capacity building include promoting teachers professional development, interpreting and using data, organizing and allocating resources.
