The National Regrouping Strategy:An Urgent Issue Preliminary Reflections on the Development Strategy for China′s Paper Industry

调查研究阐述了我国经济发展对纸的需求可能所呈现的加速发展的态势；在国内环保标准和国际竞争的双重挑战面前，中国纸业如不能立即进行发展战略的根本转变，可能面临消亡，而给国民经济带来难以承受的损失；论述了中国纸业发展战略的指导思想，应是从零开始，一步到位，用具有前瞻性的国际现代化标准重塑造纸业：立即向以木为主、林纸一体化方向开始根本转变，立即着手组建若干林纸一体化的巨型公司，使中国纸业最有希望成为在世界上较快取得战略优势地位的产业之一。并提出了中国纸业发展的战略目标。

As an industry to provide basic materials for cultural and informational services and various economic departments,the paper industry has a very important position in the modern society.The international modern paper industry possesses the characteristics of large scale,high intensity of capital and technology,forestry-papermaking integration and low pollution.In the long run,China,which is undergoing the modern economic development,is to have an accelerated demand for paper and the paper market of China enjoys a bright future. Since the reform and opening-up,China′s paper industry has had a great progress and ranked the 3rd place in 1994 in the world.The road of the China′s paper industry of the past half century was one that had straw fiber as main material and that was mainly composed of small factories.The outcomes of this were two:the paper production capacity was increased quickly on one hand,and the extreme scattering,disorder,substandard and pollution were resulted on the other.Around the year 1996,China′s paper industry that was in a situation of the gross supply falling short of demand felt three blows:small paper factories were shut down,foreign paper poured in and international multinational companies began to invest strategically in China.China′s paper industry was confronted with an abrupt crisis: nearly 2/3 of production capacity had or was planned to be abolished and the remaining paper factories were also in a difficult operation.In the face of national environmental standard and international competition,a fundamental change of the development strategy must be made onto China′s paper industry,otherwise,the existence of it is going to be threatened and China′s national economy is going to suffer a great loss. The first step to revitalize China′s paper industry is to have a clear recognition of it being the basic industry of the national economy.The guideline of China′s development strategy is to remold China′s paper industry with the perspective international modernized standards.The two pilot points for the remolding are to change promptly to the direction of the forestry-papermaking integration with wood as the main material and to set up a number of super forestry-papermaking integrated companies.Under the trend that the world paper industry is relying more and more on artificial growing quickly trees,China has not only the ability to plant enough trees for paper industry,but also the possibility of acquiring and maintaining the low cost advantage of wood fiber.Thus,China′s paper industry is to become one of the industries that can quickly gain strategic priorities in the world.Accordingly,within a strategic planning cycle,the strategic goals of China′s paper industry are:to realize quick modernization and fast increase in a supernormal way,to become the super and strong country of paper production and super country of paper export in the world and to play an important supporting role for the nation to apply the Sustainable Development Strategy,the International Resources Transferring Strategy,the Reform and Opening-up Strategy,the Industry Regrouping Strategy and the Strategy of Maintaining High Economic Increase.
