Studying the Governmental Responsibility in Developing Long-Term Input Mechanism of Feasible Medical Technology

文章首先阐述了我国推广应用农村卫生适宜技术以及构建长效投入机制的必要性,然后根据政府在构建长效投入机制中所面临的突出问题,结合我市项目推广县的实际情况和特点提出对策:在统一规划、健全管理机制的同时,突出政府投入责任的主导地位,合理划分各级财政负担比例,加大中央和省级财政的转移支付力度,最终为卫生适宜技术在我国农村地区的推广应用提供财力上的支撑和政策上的保障。

The necessity of popularizing feasible medical technology and developing long - term input mechanism in rural China was formulated firstly. According to the outstanding problems faced by the Government in developing long - term input mechanism, and combined with the pilot county＇s practical situations and characteristics, some countermeasures were put forward. Based on the unified planning and perfect management mechanism, the government＇s leading role must be highlighted. In addition, reasonable proportion of financial burden at all levels should be defined, and more transfer payment is wanted from the central government and provincial government, thus finance and policy support can be obtained for popularizing feasible medical technology in rural China.
