Analyzing the Status of Emergency Drill in Center for Disease Control and Prevention of Heilongjiang Province

目的:调查分析黑龙江省疾病预防控制机构突发公共卫生事件应急演练现状及其影响因素。方法:分层整群随机抽样,采用个人问卷调查与深入访谈相结合的研究方法。结果:黑龙江省疾病预防控制机构职工参与应急演练的年均次数为1.75;演练类型以功能演练为主;应急演练的内容偏重于重大传染病和食源性疾病;制约应急演练开展的首要因素是演练经费不足。结论:合理安排应急演练内容,统筹兼顾各类演练;建立稳定长效的应急演练资金筹措机制;建立健全应急演练制度,完善应急演练绩效管理机制。

Objective To analyze the status of public health emergencies drill in Center for Disease Control and Prevention of Heilongjiang Province and its influencing factors. Methods Samples were chosen by stratified cluster sampling and surveyed with individual questionnaire and in - depth interview. Results The annual average time of emergency drill was 1.75. Functional exercise was the main type. And the content focused on major infectious diseases and foodbome diseases. The primary restrictive factor for emergency drill was deficiency of drill funds. Conclusion The content of emergency drill should be arranged reasonably. Various types of exercises need to be integrated. A stable long - term financing mechanism and sound system for emergency drill should be established. And the performance management system for emergency response exercises needs to be improved.
