Because of the different historical condition and present tasks, the＇ 12th Five-Year＇ commercial plan should different from the previous ones. The author brings forth nine issues for consideration such as realizing the integration of the domestic trade market and international trade market, build- ing the commercial ecological environment reflecting the theme of ＇Better City, Better Life＇, establishing the sustainable independent operation sys- tem of the commercial businesses, developing intemet business.
