煤矿安全管理短板理论探讨

国际国内都存在很多安全管理理论,其大部分理论主要针对的是地面工业企业,而且企业的法人治理、管理结构等都比较完善和发达。煤矿事故作为一种矛盾,不仅给人民生命和国家财产造成了巨大损失,而且还产生了恶劣的社会和政治影响。为此,我们必须改变过去传统的安全管理模式,引入安全管理短板理论,找到煤矿安全管理的短板,让企业把有限的安全技术、人力、物力等资源用到克服安全管理的最薄弱环节上来,这对提高煤矿安全管理水平,最大限度地消除事故隐患、有效防止煤矿井下重大事故的发生具有十分重要的现实意义。

There are many international and domestic security management theory,most of its theory is aimed at industrial enterprises and enterprises in corporate governance.And management structures are relatively perfect and developed.As a contradiction of coal mine accidents,it not only caused enormous loss to people＇s lives and state property,but also had adverse social and political influence.To this end,we must change the traditional safety management model,introduced safety management shortcomings,find the Theory of coal mine safety management short plate,so that the limited security technology,human,material and other resources used to overcome the weakest link in security management up,which have great practical significance to improve coal mine safety management level,maximum eliminated potential accidents,and prevent major coal mine accidents.
