我国农村集体建设用地市场配置机制研究——以重庆地票制度为例 被引量:8

摘要 重庆市在全国率先推出的地票制度对农村集体建设用地市场配置机制具有重要参考价值。通过对地票运行情况的分析,肯定了地票在提高城乡土地利用效率和显化农村土地价值中的重要作用,同时认为存在地票推高房价的可能性及企业竞得地票后"落地"困难的问题,进而提出地票的发展构想,即与目前的土地管理制度进一步衔接,适应城乡统一土地市场的发展需要。 The system of Land Quota which was first launched by Chongqing had great reference value for market-oriented allocation mechanism of China's rural construction land.Through analyzing the operation of Land Quota,the important role which Land Quota played in increasing the utilization of urban and rural land and showing the value of rural land was confirmed.There was possibility that the Land Quota may push up the house prices and corporation had problems in"quota fulfillment"after obtaining the Land Quota.Then some suggestions were posed for the system of Land Quota,that was Land Quota should further adapt to the current land management system and accommodate the development of a unified urban and rural land market.
