Research on the Britain Public Service Reform and Sport Policy Change

英国自1947年首先宣布成立"福利国家"建立了以"全能型"政府为主导的公共服务体系之后,经历了保守党"新右派"和工党"第三条道路"的公共服务改革。英国公共服务改革对体育政策的影响主要体现在体育管理机构的建立和重组、体育规划的制定和实施以及体育绩效的实现和评定之上。通过分析英国公共服务改革对体育政策的影响,认为英国体育事业在获得政府推动的同时仍然需要寻找体育自身发展的空间和路径。

Britain declared to be the first ＂well -fare state＂ in 1947 and established the public service system led by ＂almighty government＂, and then experienced public service reform led by Conservative Party ＂ New Right＂ and the Labor Party ＂third way＂. Britain public service reform seriously affected the sport policy which embodied in establishing and restructuring sport organization, planning and implementing sport program, achieving and valuing sport performance. By analyzing the impact of public service reform on sport policy, advice was provided for sport that it should find its own way to development as well as supported by government.
