摘要
政府行为模式对于长三角人才开发一体化进程影响重大。当前,我国长三角政府行为模式存在与人才开发一体化不相适应的问题,如政府人事人才制度、观念、作法的不适应,政府行为主体的目标不够合理,政府行为过程不够透明等。跨区域合作人才开发行为模式是其必然选择,通过区域间大跨度的合作,建立法律的框架协议,为人才自由流动提供切实的制度保障,为人才发展提供优质高效服务。
The government action mode has great impact on the Yangtze River Delta talent development. At present, there exist some problems of unfitness between governments' action mode and talent development integrity such as the unfitness of governments' personnel and talent system, concept and method, the nontransparent procedure of the government action and so on. Cross- regional cooperative talent development mode is an inevitable choice. We should provide actual system to guarantee talents' free movement and excellent and efficient service for talents through regional cooperation and the establishment of a legal framework agreement.
