人类在社会生活中所创造的物质财富和精神财富是体育的先导,是体育萌生、生长、发展、成熟的先决条件.无论是物质的还是非物质的,文化始终在阻碍或促进着体育的发展,对体育的控制为"软约束".社会文化环境对体育的作用主要体现为:孕育作用、指导作用、渗透作用和促进作用.我国体育文化环境的优化主要从余暇文化氛围、传统优秀体育文化的挖掘与整理、东西方文化意识的认同与接轨、党和国家对有关文化教化活动的领导与管理来进行.

The material well-being and spiritual wealth that human beings have created in social life is the forerunner of sports,the precondition for the sports to emerge,grow,develop and mature.No matter whether it is material or non-material wealth,culture always hinders or promotes the development of sports,which is ＂soft restriction＂ to control sports.The function of the social environment culture is mainly embodied in cultivation,guidance,penetration and promotion.The optimization of the Chinese sports culture environment is mainly carried through spare time culture atmosphere,exploitation and arrangement of the fine traditional sports culture,recognition and connection of eastern and western consciousnesses,the leadership and management of the Party and State over cultural activities.
