摘要
对我军利用民用运力的四种形式,即指令性运输、征用、租用、外包进行了比较分析,为我军根据不同情况灵活运用民用运力提供了参考。
A comparative study is made of our army employing four different forms of civilian transport capabilities（mandatory transport plans,commandeering,outsourcing and rent）in the paper.It may serve as a useful reference for our army flexibly employing various civilian transport capabilities according to all kinds of specific circumstances.
