促进民间资本参与中小企业技术创新的研究——以江苏省南通市为例

On Encouraginging Local Capital to Invest in Technical Innovation of SME——Taking Nantong City as an Example

从民间资本的投资特征和中小企业技术创新的动力机制出发,分析政府应采取的创新对策机制,包括政府引导性投资、优惠的财税政策、金融结构性调整等,利用市场的力量引导民间资本进入中小企业,推动企业技术创新和产品结构升级。文章以中小企业数量较多,民营经济相对发达,而经济结构处于转型升级阶段的江苏省南通市作为研究对象加以研究,系统分析了民间资本投入中小企业技术创新的难点,并提出相应的对策。

Starting from the local eapital＇s nature of pursuing profits and small and medium enterprises innovation mechanism, this article analyzes the govenunent＇s innovation strategies, including government-guided investment, favorable financial and tax policy, and regulation of financial structure. It is a way to use the market power to introduce local capital to SME and push their technological innovation and the upgrade of product structure. The article focuses on Nantong City, Jiangsu Province, where private economy is well-developed and economic structure is under the turning period. In the article the difficulties of investing local capital in SME technological innovation is discussed and relative suggestions are put forward.
