Distinctive Features Are the Life of a University

结合《国家中长期教育改革和发展规划纲要(2010—2020年)》(公开征求意见稿)中关于高等教育要"发挥政策指导和资源配置的作用,引导高校合理定位,克服同质化倾向,形成各自的办学理念和风格,在不同层次和不同领域办出特色,争创一流"的要求,探讨了高等院校如何形成办学特色的路径。办学特色的确定是一个重大的战略决策过程,办学特色的培育过程,实际上就是战略实施的过程,即一个长期积淀的过程。任何一所大学的资源永远是有限的,拓宽资源是任何一所大学的永恒话题。

＂Guidelines on National Mid and Long-Term Educational Reform and Development Planning（2010—2020）＂ requires that colleges and universities should set a proper orientation for their development under the guidance of policies and distribution of resources and form their own features at different levels and in different fields by conceiving their distinctive school running ideas and styles to rid them of homogeneity so as to list themselves among the first-class schools.Making exploration of the way to form distinctive features in running a school,this paper points out that identifying school running features is an important strategy-making process and the process of forming the features is actually the process of implementing the strategy.The resources of a college or university are always limited,so expanding its resources is the permanent issue of a school.
