摘要
运用市场机制是我国解决污染问题的必经之路。许可证分配方式的选择,在采用不同基础标准排放交易体系中的影响不同,也对建立和运行排放交易体系具有至关重要的影响。根据分配方式的特点,配送和拍卖相结合的分配方式才是我国的最优选择。
Market mechanism is the best way to solve the problem of pollution in China. Allocation of permits impacts the solution to problem of pollution in differential baseline systems, and plays an important role in the establishment and operation of marketable permit system. According to the features of allocation, the combination of grandfathering and auction is the best approach to marketable permit system in China.
