关于高校“去行政化”的思考

Reflect on De-Bureaucrat in China's Colleges and Universities

中国高校行政化表现在外部和内部两个方面。其弊端是,行政权力过大,用行政权力治校,行政权力替代学术权力,教授和教职工权力被边缘化,有悖于教育教学规律和学术规律。高校"去行政化",需要从更新思想观念、取消高校等级制、理顺政府与高校的关系以及学校内部的各种关系、建立大学校长及管理人员职业化制度等几方面着手。

The bureaucracy of university management is shown from external and internal aspects. The drawbacks are that excessive executive power of administrators in the aspect of running schools instead of academic power leads to the marginalization of teachers and professors, which violates the universal teaching law and academic regular pattern. We must devote to the work of de-bureaucrat from the following aspects： renewing ideas, repealing hierarchy in higher education filed, straightening out the relationship between the government and universities and the relationship inside the school, formulating professional rules and regulations for presidents and administrators and so on.
