摘要 在经济与制度区域一体化的理论框架下,对30年港深关系的发展与演变进行系统研究。30年港深关系的发展大体经历了三个阶段:1979—1996年,"前店后厂"的跨界地域生产体系在香港与深圳间形成,市场(跨界投资)成为引领港深一体化的主要推动力,政府是区域一体化中缺失的部门;1997—2003年,随着内外政治、经济和社会环境的变化,香港特区政府开始调整自己的区域政策,对区域一体化重新认识;2004年以来,制度化的区域一体化开始在港深两市出现",港深都会"成为两市合作的旗帜,区域一体化加速发展。 This study examines the changing relationship between Hong Kong and Shenzhen in the past three decades,using the perspective of market-led and institution-based regionalization.The development of Hong Kong-Shenzhen relationship can be divided into three stages over the past three decades.In the period of 1979 to 1996,the model of "front shop and back factory" emerged in Hong Kong-Shenzhen region.Market-led cross-boundary investment was the main driving force underlying Hong Kong-Shenzhen integration,but government was an absent agent in the process of regionalization.In the period of 1997 to 2003,with the changing of political,economic and social conditions,Hong Kong government gradually shifted its stance towards regional integration with the mainland,becoming more active in regionalization.From 2004 onwards,the institution-based regionalization has emerged in Hong Kong-Shenzhen region,and "Hong Kong-Shenzhen metropolis" has become a discourse for the cooperation of two cities.The process of regionalization has sped up.
