The problems in the implementation of information engineering by county-level land administration departments were introduced.The lightweight cadastral management system based on WEBGIS was developed by open source framework OpenScales and open source software Geoserver,which could reduce the high software cost,improve the work efficiency and simplify the work difficulty.
