摘要
在城乡建设用地挂钩试点中,打破了旧的土地产权关系,重新确认土地产权,保护好土地所有者、使用者等各种土地权利人的合法权益,处理好土地产权问题,关系到城乡建设用地挂钩试点工作的成败,关系到和谐社会的建设。作者以多年土地开发整理项目规划设计及其实践,就如何将土地开发整理规划设计过程中设计出有效可行的土地权属调整方案引用到城乡建设用地挂钩试点工作中,保证城乡建设用地挂钩试点工作的顺利进行,构建和谐社会,建设社会主义新农村作出探讨。
The pothook of urban and rural construction land could broke the old land ownership relation,reconfirm the land ownership,protect the legal rights of land owner and user,and deal with land ownership problems,which related to the success of pilot work of pothook of urban and rural construction land,and harmonious society construction.The design of effective and feasible adjustment scheme of land ownership in the process of land development and consolidation planning is discussed to ensure the success of pilot work of pothook of urban and rural construction land,and construct harmonious society and new socialist countryside.
