为了有效促进政府依法行政,有必要引入政府依法行政评估。以往的评估是以行政主体或行政相对人为主体的,这种评估的不足显而易见。引进第三方进行政府法治评估是社会发展的需要,是变管理为治理的需要,是提高政府执政能力的必然选择和重要举措。我国在这方面已经开始了有益的实践探索。

It is necessary to introduce a mechanism for assessing government administration in order to promote administration by law.Previous assessment featured the administrative body or administrators as the subject,which obviously is inadequate.The introduction of the third party for assessing government administration is the necessity of social development and of the change from management to governance;it is an inevitable choice and an important measure for enhancing the government's ability to govern.China has already begun practice and exploration in this regard.
