我国的经济发展和改革开放事业发展到了一个新时期,这一阶段的发展情况与西方新公共管理运动开始前的背景具有一定的历史相似性。如何有效地借鉴西方的市场化改革,有的放矢地学习和利用其中有用的各项具体制度和措施,就成为我们能否成功地进行改革,少走弯路的关键步骤之一。
