Review on Mineral Resources Security

矿产资源安全问题是近年来学界研究的热点问题。本文回顾了有关研究进展,指出矿产资源安全是一个多维度、多层次、多目标的系统,供需均衡只是矿产资源安全的目标之一;矿产资源安全评价指标体系的科学化和操作化是当前研究的难点;政策和法律体系需要以安全价值为基点进行构建。

Mineral resources security is a focus in recent research. This paper, based on the comprehensive literature review, indicates that mineral resources security involves a system of multi-dimensions, multilevels and multi-goals. The balance between demand and supply is one of the goals. The difficulties in the research are concerned with the establishment of a scientific and workable index system of mineral resources security assessment. The framework of policies and laws needs to be constructed on the basis of se- curity value.
