做强京津冀区域高等教育的理论思考和实践探索

Theoretic Consideration & Pratical Exploration on Developing Higher Education of Beijing,Tianjin and Hebei Better

做强京津冀区域高等教育是人们普遍关注的问题。提出国家竞争力理论和主体功能区理论是做强京津冀区域高等教育的理论基础。同时,从实践上对做强京津冀区域高等教育进行探索,即根据主体功能区的划分,加强区域高等教育发展规划;建立高等教育综合改革试验区,开展区域高等教育发展模式的探索;扩大和落实高校办学自主权,构建"区域大学联盟";加大区域统筹,根据国家战略打造具有区域优势的核心学科。

The higher education of Beijing,Tianjin and Hebei is an important part of higher education in China. How to develop this regional higher education better arouses general concerns. This article believes that the national competitiveness theory and theory of the main function region are basic to develop the higher education of Beijing,Tianjin and Hebei better. Meanwhile the author explores the ways to develop the regional higher education better in terms of practice,namely,strengthening the development-planning for the regional higher education according to the division of the principal function areas; establishing comprehensive reform pilot area of higher education and exploring regional development model of higher education; expanding and implementing the autonomy of the university and establishing the ＂Regional University Consortium＂; finally,increasing regional co-ordination to build the core subjects with a regional advantage according to the national strategy.
