System competition has become the core of global competition, and cultural capital plays an important role in it, and the human development is the fundamental issue in cultural capital. From present economic transition, the key to enhance the competitiveness of cultural capital lies in the promotion of human development while having institutional arrangements, including ensuring the fundamental rights of citizens and safeguard fair competition, to promote the growth of knowledge, institutional construction integrated with more and cultural factors.
