摘要
首先从理论上提出了区域创新能力的内涵,并从内外环境两个方面对区域创新环境进行了界定,接着,从企业创新能力、区域创新环境、区域创新网络等方面分析了高新区"二次创业"阶段存在的问题,并从强调提高企业自主创新能力的角度加强高新区区域创新能力建设的重要性。
At first,this paper brings forward the connotation of regional innovative ability area ability theoretically and defines regional innovative milieu from two aspects：internal and external environment.Then,this paper analyzes the problems in the stage of ＂second-undertaking＂for national hi-tech industrial development zones from enterprise innovative ability,regional innovative milieu and regional innovative network.Reinforcing the significance to improve regional innovative ability from building enterprise ability of independent innovation.
