摘要
在PC上通过使用GSMMODEM可以满足低投入、小规模的手机短信发送需求。在规划管理电子政务建设实践中,采用基于javax.comm(SUN公司提供的通讯应用程序扩展API)的SMSLib3.0(开源GSMMODEM接发短信JavaAPI)、在程序设计中运用单例模式、按照WebService架构,设计和实现了局域网环境下的短信发送平台,从而满足了政务系统中业务流转、发件通知等环节的手机短信发送需求。
The low-input,small-scale demand of SMS is able to be achieved by using GSM MODEM on PC. In the e-government construction practices of the Urban Planning management,we adopt SMSLib3.0 （open source Java API of sending and receiving SMS by GSM MODEM） based on javax.comm （Extended API of communications Application provided by SUN Co.） to design and implement of a SMS delivery platform in intranet environments which meets the SMS needs of the government affair system in the business flow,delivery notice and other sectors. In the program design process,we have based on the WebService,using Singleton.
