主要污染物减排监测工作的问题和对策

Problems and their Countermeasures of Monitoring in Main Pollutant Emission Reduction

指出了目前减排监测中存在的问题,如数据应用率低、监测能力和人员素质难以满足变化的生产工况的需要、监测频次低、项目缺乏针对性等。提出,应明确环境监测法律地位,加强监测能力建设,加强在线监测监控体系的建设,加强监测人员自身专业素质的建设,以提高减排监测质量。

Some emission reduction monitoring problems,such as low monitoring frequency, poor target, low appli cation rates of data, low monitoring capacity and low personnel quality ,which can not meet the needs of differenet conditions and different monitoring objects, were described. And clear legal status, monitoring capacity-building,on line monitoring control system building and personnel quality-improving were proposed for the quality of monitoring.
