建立长效信访稳定工作机制的实践与认识

信访工作是一项长期的社会稳定工作。各级党组织和行政的高度重视是做好信访工作的前提;维护群众利益是做好信访工作的保证;建立一支高素质的信访干部队伍是做好信访工作的根本;建立长效信访稳定工作机制是做好信访工作的关键。在实际工作中应建立信访长效机制,即重大政策、稳定评估机制;社会治安防范机制;矛盾排查调处机制;长效扶贫帮困机制。按照"科学发展观第一要义是发展,核心是以人为本,基本要求是全面协调可持续,根本方法是统筹兼顾"的要求去思考和解决新的问题。

Handling the letters and visits from citizens is a work related to the long term stability of society.To do the job well,the intense concern of Party organizations and administration at all levels is the prerequisite,safeguarding mass＇s benefits is the guarantee,a team of high quality cadres is the foundation,and a scientific institution serves as the key element.Long-effect mechanism of handling letters and visits from citizens must be put into place which consists of the assessment of important policies and work stability,public security safeguard,investigations and mediating of conflicts,consistent poverty alleviation and support.When dealing with new problems,the relevant workers should keep in mind the essence of scientific view on development of which the priority is development,putting people first is the core,basic requirement is an all-round,coordinated and sustainable development and the fundamental approach is making overall plan with taking all factors into account.
