Abstract This article analyses the major problems and causes of these problems existing among the foreign banks in China during their dealing with the RMB business. The article argues that the foreign banks can′t form rational capital scale,which is the principal problem leads to the impossiblity of the foreign banks to enlarge RMB business. Now our country′s policy system on RMB business operated by foreign banks can′t resolve the principal problem. The problem could be resolved only by two approaches:one is to enlarge the clients of the foreign banks ,the other is to loose the exchange control of foreign capital. Established on this basis,the article suggests that under the condition of clients paucity, The key to resolve the problem of the shortage of RMB in foreign banks is to set out an appropriate domestic currency/foreign currency ratio.
