农村低保制度的调研和思考——基于江西省农村低保对象的数据

Research and Thinking on the Minimum Subsistence and Guarantee System——Based on the Data of Jinagxi

一段时期以来,我国实行城乡分割的社会救助制度。我国农村的社会救助事业与城市相比,尚处于起步阶段,与农村的经济发展水平和农民的实际需要尚不适应。以我国中部地区江西省农村低保制度运行实践的调研资料为基础,调查分析发现:目前农村低保制度还不够完善;农村低保人均补差水平偏低;社会支持和投入相对不足,农村低保资金来源渠道窄、不稳定;基层农村低保工作人员缺乏;相应的配套措施不到位。所以,完善农村低保制度的对策是:健全农村低保制度;进一步加大政府对农村低保的投入;增强县(市、区)政府财政实力,鼓励社会组织或个人支持农村低保制度;充实基层农村低保工作人员;改善农村低保的配套措施。

Over a long period China has been in the practice of implementing separate social relief measures in the rural and urban areas. Compared with the urban area, the rural area is still at the initial stage in its social relief work, which is at odds with the economic development and the actual needs of the rural residents. An investigation based on the data of the central Jiangxi Province indicates that the rural minimum guarantee system is yet to be improved and that the average level of subsidy is lower than it should be and that social support and investment is insufficient and that the source of financing is seriously limited and unstable and personnel at the grass root level is insufficient and the matching mechanism is not in place. So measures should be taken to improve the rural minimum guarantee system, increase the government investment, strengthen the local government＇s fiscal power, encourage organizations and individuals to support the minimum guarantee system, fully staff the relevant offices and improve the matching mechanisms.
